TROUVILLE MANOR HOMEOWNERS ASSOCIATION
Our beautiful community has been a great place to live for over 25 years, with features and amenities that appeal to just about everyone, couples, families and retirees.
Over the years, our HOA and trustees have worked to keep our community safe, clean, and desirable. This requires common goals and rules.
To protect our community and maintain safety, appeal, and enjoyment for our homeowners and visitors, the HOA has passed the following resolution that provides basic rules and regulations that govern our community.
Community Rules & Regulations (resolution dated March 25, 2021)
The Board of Trustees of Trouville Manor Homeowners Association is authorized to determine and establish as well as amend rules and regulations that are necessary for the success of our community. In addition to our Covenants, the Board of Trustees has adopted and approved the following rules, regulations, and guidelines for the benefits of individual homeowners and the whole community. Please help us keep our community special.
Each homeowner has the right to enforce these rules, so if you notice any violation of these rules, please use the form in this website to report the issue so that corrective action may be taken.
General
- The Trouville Manor community does not permit any form of a fencing between and around homes
- The Trouville Manor community does not permit any modifications to the exterior of homes, addition of any outside structures, or patios and decks that are attached to the homes.
- Exterior improvements to the home must be approved by the board of trustees in advance, and shall be removed at the homeowner’s expense in case of unapproved alterations.
- The exteriors must be well kept including doors, windows, driveways, walkways and landscaping. Trees and roots must be taken care of so as not to break up driveways and sidewalks.
- Common areas are for use and enjoyment of all residents. Any planned activities or alterations must be approved in advance by the Board of Trustees.
- Tree roots penetrating through grass must be treated, covered or removed, otherwise, they will cause damage to driveways and sidewalks, not to mention the undesirable appearance.
- Do not block driveways and mailboxes, as the mail will not be delivered. Also, blocking sidewalks or parking within 5’ of drive ways is prohibited, it is a citywide rule.
- Please keep our streets free and clear of trash. Remove newspapers and flyers promptly to prevent wash into the pond and clogging street drains. Leaves must be cleared from the street drains.
- There will be at least 1 community garage sale annually. Individual garage sale are not allowed. The Board will ask for volunteers to organize the garage sale and divide cost of advertising among participants.
- Police will be notified of any drug dealing by a homeowner or residents of a home.
- Please drive carefully through our community, and be aware of children playing and residents walking. The speed limit is 25 MPH. Be especially careful when turning onto Conifer Drive from either direction.
- Bicycles are not allowed on side walks, except for small children, this is a city wide rule.
Garage
- Trash and recycle bins must be stored in the garage, or kept hidden out of view.
- No flammable fluids shall be stored in garages.
- Garage doors should be lowered when not in use, for esthetic and security reasons. Be kind to your neighbor and let them know if they forget to close their garage door.
- Driveways, parking areas and streets are not to be occupied by vehicles that are not in regular use and service.
- Motorcycles are to be parked in the garage or driveways only – not in the yards or on sidewalks.
Driveways and Curbside
- Drive ways and sidewalks must be kept leveled, and major cracks must be treated.
- Trash and recycle bins should be removed from the street as soon as possible after collection.
- Residents may not repair their vehicles in driveways or street. Do not dispose of oils in the street or storm sewers.
- Boats, trailers, campers and other recreational vehicles may not be parked in driveways or curbside except for short periods of time to load and unload.
- All vehicles are to have current license plates and may not be left in curb areas for extended periods of time.
- Residents and guests are not to park in front of mailboxes, fire hydrants, or block any part of a driveway.
Pets
- Pets must be on a leash, and under control of the owner at all times.
- Owners are responsible for cleaning up after their pets, dog poop must be cleaned by pet owner immediately.
- Pets are expected to be kept indoors except when in the company of the owner.
- Pet owners are to be aware of “noise problems” created by their pets, and to take any steps necessary to eliminate such problems as soon as they are made aware of them.
- Pets are to be walked in out-of-the-way areas and kept from highly used common areas and private property. Be courteous to pedestrians on side walks, as they have side walk priority.
- Pets are not permitted in the pool area, per Columbus health ordinance.
Important: The Homeowners Association is charged with ensuring that homeowners keep their responsibilities to the covenants and the rules of our community. This is good for everyone, as our community remains desirable, and our property values continue to increase. In the rare cases of no cooperation, the trustees will have no choice but send the case to our community attorney for enforcement, this may include imposing fines, and in some cases, complete the required maintenance, improvements, or corrections at the homeowner’s expense. Unpaid fines will lead to collection and a lien assessment, per section 14-b of the Covenants.
